4. The Rental Surge Is Real Apartment oversupply is fading. Rents are projected to climb 5–10% a year. And here in New York City even more so now that the fair act just passed. While it’s designed to protect tenants by limiting rent increases between leases, landlords will likely price in that risk upfront, leading to higher starting rents and less incentive to upgrade properties. Over time, this could shrink inventory, discourage development, and actually make housing even less affordable
