Officials say the incident should have been reported under Pennsylvania’s Child Protective Services Law. DHS also says the academy failed to report other required incidents, including alleged contraband provided by a staff member and an attempted escape, and repeatedly denied investigators access to the facility. Abraxas has appealed the license revocation and is allowed to continue operating while the appeal is pending. Two additional licenses held by the academy will remain active and subject to inspection.
