Victoria is falling short of several affordable housing goals, according to a new report reviewing the city’s housing strategy.

Over the last six years, the city approved permits for just 29% of its target for medium-income housing and 60% of its low-income housing target. Missing-middle housing, including townhomes, duplexes, and small apartment buildings, also fell below expectations.

Despite those shortfalls, Victoria surpassed its overall housing target, approving 6,448 new units since 2019 and recording its highest rental vacancy rate since 1999. Market rental and condo construction also exceeded targets.

Still, affordability remains a concern.
